estoy interesado en agregar el STM32F042k6t6 ¿Alguien puede explicar cómo lo haría o ayudarme?

It's a developper's job to add a new target to ldmicro... Maybe you can use STM32F103 (Bluepill) instead ? It's very low cost and the main difference is that there's no HDMI output, which is anyway not supported. I can help if need be with this target.

What is the range of PLC cycle times achievable using the bluepill micro?

I don't really know, and it depends on the ladder, but it runs at 72 MHz and must be much faster than usual targets...
