I want to control 16 commands from the microcontroller to control 16 outputs of HEF4067BP
With five out of the microcontroller
The image attached to the simulation to represent the control of 16 microcontrollers is only for simulation
(5 out of microcontroller == 16 out of HEF4067BP)

Ok,,, I was confused by the content of the inital message.
HEF4067 is an analog multiplexer .
The input to 4067 is connected to the analog to digital converter ( notionally) .
The 16 lines from 4067 are connected to led bar graph display which os typically an analog display.
So the whole notion at first glance was ..why the analog to digital output ...tobe treated as digital output?
Why use analog multiplexer?
OKyes while it is a little bit unorthodox, you could use 4067 to expand the four bits ( multiplexed channels) to display the digital values on LED display.
You could reduce the five bits to four bits.
Just consider that when the value going into the multiplexer input ( at pin X) is zero then the output is zero no matter which one of sixteen lines you select.

You said (To increase the microcontroller outputs).instead of using multiplexer you can use shift register instead. For increasing input and output pins of the microcontroller.
I made a programs for that purpose, just informe me if you want.
