Hi,
How to make program like plc in ld micro 1 input 3 output, Input 0 second to 10 second -output 1 10 second to 20 second - output 2 20 second to 30 second - output 3 Then rest the timer, wait for manual input Some one please help to do the program

This program does literally what you ask, that is to say, the output overlaps at 10s and 20s.
But you can adjust the numbers.

It is working in simulation,
First time it is working. After completing first start it is not starting in hardware

Which hardware? A little more explanation would be welcome.
Or post your LD file where you have filled everything in, otherwise we cannot help you.

I am using 16F628A pic control with optocuppler, because of this input is normally cloused in my program

If you use an optocoupler that switches to GND instead of a push button, you must insert an OSR instruction because the start relay is a set/reset.
