Manuel,
I am not familiar with the PIC. Are you using a 20MHz crystal? What is the specification on your fundamental time base source? You might want to implement the PLC Yplc coil output to be able to monitor whether a cycle time of 1 ms is long enough. You may also check your internal time delays for correct timing ( may be off by one count error conditions)
