The master control relay instructions are used in pairs, to delimit a block of rungs. If the rung-in condition for the first master control relay instruction is false, then the rung-in condition for all the rungs inside that block will be false. (The rung-in condition for a rung is otherwise always true.)
In the example, Yd is always equal to Xd. When Xmcr is true, Ya = Xa, Yb = Xb, and Yc = Xc. But when Xmcr is false, Ya, Yb, and Yc are always false.
