Can the program given by author(LDMicro) directely open .hex files.

No. The .hex file is object code for the target microcontroller, in the same way, for example, that a .exe file is object code for a PC. There is generally no useful way to go from that .hex file back to a ladder diagram, in the same way, for example, that there's generally no useful way to go from a .exe file back to C code.
