LDmicro should be capable of using all of the program memory in an AVR, even for something like an ATmega128.
LDmicro can use most (but not all) of the memory in a PIC16. The paging restrictions (and the absence of a relative jump instruction from the PIC16 instruction set) mean that it's sometimes necessary to leave gaps.
Your programming software can probably tell you how full your chip is, or you can just look at the .hex file size.

how many blocks can be placed on line, and besides, how many counters, timers, can be used, because a PLC is a constraint, or perhaps it is due to the memory of the micro, in advance thank you for your prompt replies to my concerns.

LDmicro will warn you when you reach any of these maximums. The number of counters, timers, etc. is limited only by available memory.
