I wonder if you know how to create this custom prog instructions or you can develop more complex instructions. EX connected directly to display, etc.

There is no way to develop custom instructions without modifying the program (i.e., changing the program's C source code and recompiling).
Look at the "ADDING A NEW ELEM_XXX LADDER INSTRUCTION" section in INTERNALS.txt (in the source distribution) for some details on how to do that.

Is a very complicated for me, I thought that there is something creating a chart or instructions easier if someone can make you better send them to integrate them in progama base.

Is it possible to change the TON/TOFF values of compiled bytecode?

There's no provision, but I suppose that you could. If you find an INT_IF_VARIABLE_LES_LITERAL for an address that corresponds to a variable whose name begins with a T, then that's the timeout, in units of a cycle time.
